VOC Port, AM Green: renewable mega-project in southern India

The V.O. Chidambaranar Port Authority (VOC Port) has entered into a memorandum of understanding with AM Green to jointly develop a renewable ammonia production facility at Thoothukudi, on the southern coast of India. The planned plant will have an annual production capacity of 1 million tonnes of renewable ammonia.

As part of the collaboration, the two organizations will work on establishing the necessary infrastructure for ammonia handling, storage, and bunkering, while also launching pilot bunkering activities, implementing safety protocols, and developing specialized training programs. The initiative is expected to accelerate the growth of renewable maritime fuel corridors and strengthen clean-fuel supply chains both within the region and internationally. Leveraging VOC Port’s connectivity with major European and Asian ports, the project could also enhance India’s role in the global effort to decarbonize maritime transport.

The agreement was among several signed during an official government visit. VOC Port is already pursuing a range of sustainability initiatives, including a pilot green hydrogen production facility based on electrolysis, a 9 MW wind energy project, and the development of a Green Methanol Bunkering and Refuelling Facility.

AM Green is building a network of renewable ammonia projects across India, including facilities in Kakinada, Thoothukudi, and Kandla, with a combined target production capacity of 4 million tonnes per year. To support these ambitions, Coal India Limited signed an agreement with AM Green in May 2025 to provide 4,500 MW of wind and solar power dedicated to renewable ammonia production.

In a separate development, VOC Port recently partnered with H2Global to explore opportunities for green hydrogen and clean shipping fuel trade corridors. The collaboration will also assess the feasibility of introducing a double-auction mechanism or other auction-based models to support the deployment and commercialization of clean maritime fuels at the port.
